			<content:encoded><![CDATA[<p style="text-align: justify;">A degree signed by King Norodom Sihamoni on October 27, announced that former Thai Prime Minister Thaksin Shinawatra was appointed as adviser to the Premier Hun Sen and adviser of the government of Cambodia in charge of economics.</p>
<p class="MsoNormal" style="text-align: justify;">After officially appointing former premier Thaksin, Thai government decided to send its ambassador to Phnom Penh back to Bangkok. And Cambodia’s government also sent its ambassador to Thailand back to Phnom Penh.</p>
<p class="MsoNormal" style="text-align: justify;">Former Thai the premier, Thaksin Shinawatra, was coupled from his power in 2006.</p>
<p class="MsoNormal" style="text-align: justify;">Thai Prime Minister Abhisit Vejjajiva was quoted by the VOA as saying that “we have recalled the ambassador as the first diplomatic retaliation measure to let the Cambodian government know the dissatisfaction of the Thai people.”</p>

			<content:encoded><![CDATA[<p style="text-align: justify;">Hun Sen, Prime Minister of the Kingdom of Cambodia and CPP’s vice president, left Cambodia today by leading a delegation to join in the first Mekong-Japan Summit in Japan, which will be held from November 6 and 7.</p>
<p class="MsoNormal" style="text-align: justify;">The two-day summit is to strengthen inter-regional ties and handle common issues happening in the glob such as management of the Mekong region’s water resources and climate change.</p>
<p class="MsoNormal" style="text-align: justify;">According the statement released by the Ministry of Foreign Affairs, “this forthcoming summit clearly demonstrates the political commitment at the highest level of the Mekong countries and Japan for a comprehensive development of the Mekong region, including the management of the Mekong River.”</p>
<p class="MsoNormal" style="text-align: justify;">Hun Sen will have a plan to attend a joint press conference and signing ceremony on the Tokyo Declaration on a “New Partnership for the Common Flourishing Future” of Japan and the Mekong-region countries.</p>
<p class="MsoNormal" style="text-align: justify;">The premier also has schedules to meet with Crown Prince Noruhito, new Prime Minister Yukio Hatoyama, Eda Satsuki and Tokahiro Yokomichi.</p>

			<content:encoded><![CDATA[<p style="text-align: justify;">The Khmer Rouge tribunal’s international co-investigating Judge Marcel Lemonde had summoned six senior government officials for witness testimony, including Senate President Chea Sim, National Assembly President Heng Samrin, Foreign Minister Hor Namhong, Finance Minister Keat Chhom and Senators Sim Ka and Ouk Bunchoeun.</p>
<p style="text-align: justify;">Giving speech to mark the 30th anniversary of the reconstruction of the Central Bank at Chaktomuk conference hall, Prime Minister Hun Sen criticized the Khmer Rouge tribunal’s Co-Investigating Judge for summoning the plaintiffs to be witness.</p>
<p style="text-align: justify;">He added that those are the people who toppled Pol Pot’s regime and they also are the people who made the law to try the former Khmer Rouge leaders.</p>
<p style="text-align: justify;">“They will put more blame on the defendants, it they become witness,” said the Premier.</p>
<p style="text-align: justify;">Government adviser Tit Sothea called the summonses “wrong,” saying to call senior leaders of the ruling party to court could weaken social safety and political stability, according to <a href="http://www.voanews.com/khmer/2009-10-08-voa1.cfm" target="_blank">VOA</a>.</p>
<p style="text-align: justify;">Lars Olsen, the tribunal’s legal communications officer, was quoted by the Cambodia Daily as saying that the court anticipates that those summoned would comply with Judge Lemonde’s orders despite their senior positions or parliamentary immunity.</p>
<p style="text-align: justify;">“This is a good means, by which [Lemonde] informed the public about who knows about the Khmer Rouge,” he said. In his role as investigating judge, “he should summon all people who know about the killing fields of Democratic Kampuchea,” reported <a href="http://www.voanews.com/khmer/2009-10-08-voa1.cfm" target="_blank">VOA</a>.</p>
<p style="text-align: justify;">According to the each letters dated September 25, and bearing the signature of International Co-Investigating Judge Marchel Lemonde, it addressed to Chea Sim and Heng Samrin both summon them on the basis of “a request” from a group of unnamed lawyers, whereas Senators Sim Ka and Ouk Bunchhoeun are being called to court on the basis of unspecified comments they made during interviews on August 7 and August 14, 1990, reported <a href="http://www.phnompenhpost.com/index.php/2009100828826/National-news/kr-tribunal-summons-top-officials.html" target="_blank">the Phnom Penh Post</a>.</p>

			<content:encoded><![CDATA[<p style="text-align: justify;">During five-day official visit to France, Cambodian Prime Minister Hun Sen left Cambodia for Fran on Thursday by be accompanied by Foreign Minister Hor Namhong. And this is the first visit to France under his third mandate, since winning national election in July 2008.</p>
<p class="MsoNormal" style="text-align: justify;">The official trip to France is to strengthen bilateral cooperation. The premier will also meet his French counterparts, Francois Fillon, and Foreign Minister of Bernard Kouchner, reported the VOA.</p>
<p class="MsoNormal" style="text-align: justify;">Ahead of his departure, the PM remarked in public that he would meet with Sarkozy on July 13, and participate in France’s National Day, or Bastille Day on July 14.</p>
<p class="MsoNormal" style="line-height: normal; text-align: justify;">Laurant Le Marchand, first secretary of French Embassy, quoted by the VOA as saying that France assists especially in judicial reform, the rule of law, gendarmerie training and continued support for the Khmer Rouge tribunal.</p>
<p class="MsoNormal" style="line-height: normal; text-align: justify;">France is one of the most important donors to Cambodia, contributing around $25 million annually in aid.</p>

He added that he will not condemn a particular person or a group.</p>
<p class="MsoNormal" style="text-align: justify;">“I regret that some foreigners are unconsciously becoming the spokesperson of the opposition party and are also causing problems with foreigner government,” he said in his speech, reported the Cambodia Daily.</p>
<p class="MsoNormal" style="text-align: justify;">“When the government tries to solve a problem, some people like to talk about human rights. The people who raise their concerns should understand the cause of the problem,”</p>
