			<content:encoded><![CDATA[<p style="text-align: justify;">The corruption is spreading across Cambodia’s court system in Cambodia. Most of Cambodian people feel afraid of the court. They do not hope that the court would serve the common people with fair and justice and they also lost confidence in court.</p>
<p style="text-align: justify;">Recently, the owner of Cobra III Guesthouse and Restaurant in Banbambang province filed a complaint to the Anticorruption Unit (ACU) on Tuesday by alleging a judge and deputy prosecutor who extorted him $13,000 in an exchange for release of his nine employees.</p>
<p style="text-align: justify;">The Guesthouse was raid by police in April 2009 and nine workers was arrested on suspicious of acting as a front for a brothel. And later, those were released in an exchange of $13,000 at the request of the two above officials.</p>
<p style="text-align: justify;">At the mean time, guesthouse owner also said that he has documents and evidence. He added that it is not an exaggeration or an illegal accusation, it is an offence of extortion.</p>
<p style="text-align: justify;">The head of ACU said that so far his body received seven or eight complaints.</p>

			<content:encoded><![CDATA[<p style="text-align: justify;">Recently, Mobile phone operator, Beeline-Cambodia, introduced a mobile top-up service “Easy Fill”, which allows all Beeline subscribers to be able to top up any amount they would like to have, not required scratch cards to thousands of points of sale.</p>
<p style="text-align: justify;">The new service “Easy Fill” makes its subscribers easier to choose any amount they would like to top up from 50 cents up to $500. And this service is limited to only 11 provinces at present.</p>
<p style="text-align: justify;">Beeline subscribers are able to receive service “Easy Fill” from Beeline sales offices located in 11 provinces: Phnom Penh, Siem Reap, Sihanoukville, Battambang, Kampong Cham, Kandal, Kampot, Prey Veng, Kampong Chhnang, Kompong Thom and Banteay Mean Chey.</p>
<p style="text-align: justify;">After launch in May 2010, the Beeline distribution network in Cambodia was already comprised of 11 sales offices, more than 6,400 scratch card points of sales and more than 100 branded trade countries across 21 provinces.</p>
<p style="text-align: justify;">Therefore, Beeline subscribers have two options to top up their credit either scratch card or a new mobile service “Easy Fill”. By the way, mobile top-up service of “Easy Fill” is more convenient because customers only have to say what amount they want to top up and denominations start as low as 50 cents.</p>

			<content:encoded><![CDATA[<p style="text-align: justify;">Yesterday, Cambodia’s authorities from the Ministry of Health and the inter-ministerial committee for tobacco control were discussing on a proposed sub-decree banning advertising and promotion of tobacco products in the Kingdom of Cambodia. And the proposed sub-decree would be sent to the Council of Ministers soon.</p>
<p style="text-align: justify;">Cambodia ratified the World Health Organization’s Framework Convention Tobacco Control in November 2005, which demands member statutes institute a comprehensive ban on all forms of tobacco advertising, promotion and sponsorship with five years of ratification.</p>
<p style="text-align: justify;">Man Bunheng, Minister of Health, was quoted by <a href="http://www.phnompenhpost.com/index.php/2010090141697/National-news/tobacco-ad-ban-proposed.html" target="_blank">the Phnom Penh Post</a> as saying that “companies that breach the ban on advertising would risk losing their business licenses.” He added that “if any company does not follow, first we will send a letter to warn them, second is to suspend their business and the third is to withdraw licences from running business.”</p>
<p style="text-align: justify;">At the present, there are many advertising of tobacco have been promoted on many ways such as ads on newspapers, television, flyers, and on bus as well.</p>

			<content:encoded><![CDATA[<p style="text-align: justify;">In order to protect of the depreciation of value of Cambodia’s currency and stabilize the Cambodia’s macroeconomics, the National Bank of Cambodia has tried to raise the value of Riel by purchasing a further US$5 million. The total of amount of dollars the central bank purchased reached US$48 million for the year.</p>
<p style="text-align: justify;">Since mid-April, Cambodia’s currency goes down nearly 2 percent against dollar but it has held steady after the NBC has taken immediately action to stabilized Riel by purchasing the riel in a bid to create artificial demand for the notes and raising its value against greenback.</p>
<p style="text-align: justify;">Tay Nay Im, The National Bank of Cambodia’s Director General, said that in general, appreciates staring October. She added that “the riel depreciates seasonally. We do not see anything abnormal.”</p>
<p style="text-align: justify;">The NBC will auction the next $5 million in five separate $1 million lots from September 01 to 10 at the Central bank’s headquarters in Phnom Penh.</p>
<p style="text-align: justify;">Last year, NBC purchased $54 million.</p>

			<content:encoded><![CDATA[<p style="text-align: justify;">The Communicable Diseases Control Department of the Health Ministry released figures last month, around 100 new cases diagnosed was found swine flu. The figures show that there are a total of 693 people contracted the virus by Jul 29, increasing up from 591 identified cases as of June 24.</p>
<p style="text-align: justify;">“The rate of infection had been slow in the first five months of the year, and had begun increasing significantly in Ju,” Ly Sovann, deputy director of the department, was quoted by the Post as saying.</p>
<p style="text-align: justify;">He added that “in Cambodia, the flu season starts when the rainy seasons starts, so usually from May or June, you see an increasing number of people with flu. You’re going to get more people with flu anyway.”</p>
<p style="text-align: justify;">A(H1N1) influenza virus has first detected in the Cambodia in June 2009, and contacted six fatalities, causing 18-month-old boy died in December.</p>

			<content:encoded><![CDATA[<p style="text-align: justify;">In order to expand a loading capacity, second terminal of Phnom Penh Port will be expanded within next two years located about 25 kilometers east of Phnom Penh Capital. The second terminal will give a loading capacity of 300,000 TEU containers per year, a dramatic increase from the current limit of 60,000 to 80,000 TEUs per year.</p>
<p style="text-align: justify;">Cambodian government received loan from China last year in order to build second port located in Kandal province’s Kien Svay district. And China-based Shanghai Construction has been contracted for the first stage of construction covering an area of 12 hectares. The second stage will cover another 8 hectares.</p>
<p style="text-align: justify;">The first US$28 million stage of the two-stage build – slated to begin in September and take 22 months to complete – will create a total capacity of 120,000 TEUs per year once complete. That figure will increase to 300,000 TEUs once the second stage is finished.</p>
<p style="text-align: justify;">Cambodian prime minister Hun Sen signed deals with the Chinese government worth US$850 to spend on development projects on October 15 in Cambodia. Around $68 million of loans was slated for the development of Phnom Penh’s port capacity.</p>

			<content:encoded><![CDATA[<p style="text-align: justify;">In order to boost Cambodian economy and tourism sector, Cambodia Angkor Air (CAA), which is national airplane set up last July in a joint venture between the Cambodian government and Vietnam Airlines, will buy two new planes in order to expand its flights network to South  Korea, Japan and China.</p>
<p style="text-align: justify;">Two planes set to purchase are 168-seat Airbus 321s, according to a price list compiled by the French maker cost about USD95.5 million each.</p>
<p style="text-align: justify;">Soy Sokhan, undersecretary of state at the State Secretariat of Civil Aviation, the organisation in charge of the Cambodian side of CAA, said yesterday that the purchases were planned for “late 2010 or early 2011”, reported the Post.</p>
<p style="text-align: justify;">The company’s initial investment was worth USD100 million under a 30-year-agreement. And there are only two planes-ATR-72 aircraft and an Airbus 321- operating in 16 daily flights serving Siem Reap, Phnom Penh and Ho   Chi Minh City.</p>

			<content:encoded><![CDATA[<p style="text-align: justify;">The figures from the General Insurance Association of Cambodia – GIAC – revealed that the premium revenues from Cambodia’s insurance sector was up by 18 percent to USD8.2 million during the first five months of 2010, but it was down 25 percent compared to the same period last year.</p>
<p style="text-align: justify;">Chhay Rattanak, GIAC Chairman, was quoted by <a href="http://www.phnompenhpost.com/index.php/2010070840333/Business/insurance-revenues-soar-as-claims-decline.html" target="_blank">the Post</a> as saying that the premiums from firs insurance contributed 26 percent, motor and miscellaneous insurance 25 percent each, and medical and health insurance, 16 percent to revenues.</p>
<p style="text-align: justify;">The sum for claims in the first five months of 2010 was USD2.34 million, down 25 percent in comparison with the same period last year.</p>
<p style="text-align: justify;">In General, the trend for buying premium insurance has been increasing. The upward trend is back on track, especially engineering and medical insurance, said Rattanak. He forecast that the industry would grow by between 10 to 15 percent this year.</p>
<p style="text-align: justify;">At the present, there are six insurances companies operating in Cambodia, including Forte, CAMINCO, Asia, Campubank Lonpac, Infinity, and Cambodia-Vietnam Insurance. The insurance industry made total premium revenue of USD20.07 million last year.</p>

			<content:encoded><![CDATA[<p style="text-align: justify;">A leading Commercial bank – Canadia Bank – signed agreement with the National Social Security Fund for Civil Servants (NSSFCS) yesterday in Phnom Penh in order to manage a pension and social security fund to Cambodian civil servants.</p>
<p style="text-align: justify;">Initially, offering fund is for civil servants in Phnom Penh and it will be available through the banks a standalone bank account with its own ATM card. Having the account accessible through the bank would allow the correct funds to get to the end-users in a timely manner.</p>
<p style="text-align: justify;">Chou Ratanak, the director for the Fund, was quoted by <a href="http://www.phnompenhpost.com/index.php/2010070940374/Business/canadia-bank-agrees-to-manage-pensions.html" target="_blank">the Post</a> as saying that the new NSSFCS fund aims to manage and insure a social security fund for when a civil servants retires or becomes handicapped, pregnant or is involved in an accident at work resulting in disability or death.</p>
<p style="text-align: justify;">“Moreover, they can save their money through the fund, which will also have an interest rate with Canadia Bank,” Chou Ratanak said.</p>

<p style="text-align: justify;">Prakash Rao, Cambodia business development manager, was quoted by <a href="http://www.phnompenhpost.com/index.php/2010070640278/Business/malaysian-telco-aims-to-boost-e-commerce.html" target="_blank">the Post</a> as saying that five of the country’s nine telecommunications providers- Qb, Hello, Metfone, Smart Mobile and Starcell- having signed up, and two more are close to signing. He added that the company is in talks and conducting tests with a few of the country’s 28 banks.</p>
<p style="text-align: justify;">MobilityOne company is the holding company of an established group of companies based in Malaysia, namely MobilityOne Sdn Bhd (MobilityOne Malaysia), Netoss Sdn Bhd (Netoss) and PT MobilityOne Indonesia (collectively known as “Group”) in the business of providing e-commerce infrastructure payment solutions and platforms through their proprietary MoCS and ABOSSE technology solutions.</p>
<p style="text-align: justify;">The Group has developed an end-to-end e-commerce solution which connects various service providers across several industries such as banking, telecommunication and transportation through multiple distribution devices such as EDC terminals, SMS, ATMs, and Internet banking.<span id="more-672"></span></p>
<p style="text-align: justify;">Those working with MobilityOne’s Cambodian subsidiary had a customer base of about 300,000, said Prakash Rao.</p>
