All levels of competent authorities have to work against the gangs that gather in groups to do what they want without fearing or complying with state law or competent force. Directive mentioned that places where gangs gather to race motorbikes and cares and to commit crimes are schools, public ceremonies and dance clubs.

At the mean times, the premier also appealed to all guesthouses, restaurants, hotels and other entertainments to make good cooperation with the competent force and authorities to crack down on all gang activities.
